INFORMATION ABOUT A PROPOSED EXTENSION TO HOMEWOOD CARE AGED CARE SERVICES

Planning Ingenuity has been engaged by Homewood Care Pty Ltd to consult with neighbours about a proposed development at Nos. 56-58 Regent Street, Bexley. Homewood Care has been providing residential aged care services in the local Bexley community since 1970. It remains a second-generation family-owned provider with long-term operational, clinical and governance continuity. Homewood Care currently operate 120 approved residential aged care places and maintain sustained full occupancy, with an ongoing waiting list for both permanent and respite placements.


Demographic projections for the Bayside area indicate a significant increase in residents aged 80+ over the next two decades. In response to this growing consumer demand and lack of new beds coming online, Homewood Care have acquired adjoining properties to allow for a logical expansion of their existing age care offering, leveraging their excellent established staffing, clinical systems, and infrastructure. Homewood Care wants to be able offer care close to home and families for people of the area.

Homewood Care’s proposed Regent Street development presents an opportunity to deliver contemporary, future-focused residential aged care designed to meet evolving clinical standards, higher acuity needs, and local community expectations.


The proposal is for a new aged care development with direct integration to the existing Homewood Care residential care facility at Nos. 62-64 Iliffe Street. The proposed development will provide an additional 54 new care rooms and associated specialised services and facilities. The project is being prepared as a State Significant Development Application (SSDA).


SSDAs provides an alternate approval pathway from the standard Local Council Development Application process. The SSD pathway is for projects that are considered to be of State Significance and are important to NSW for economic, environmental or social reasons, and also exceed a prescribed cost of works. This proposal is an SSD application because of is of economic and social importance, exceeds the prescribed cost of works, and will therefore be assessed by the Department of Planning, Housing and Infrastructure (DPHI).


The design is still in its early stages, and the aim is to create a well-designed aged care development that provides additional bedrooms and specialised care facilities which support the local senior population. Overview of the Proposed Development


The concept proposal currently includes:

• Removing existing buildings at Nos. 56-58 Regent Street;

• Constructing a part two, part three-storey residential aged care development providing 54 bedrooms    with attached private ensuites, various services and facilities, a ground floor courtyard and a rooftop terrace;

• Providing an extension to the existing one level basement including the provision of 19 new car parking spaces; and

• Alterations and additions to the existing two Homewood Care facilities at Nos. 60-68 Iliffe Street including the provision of improved connections and services and facilities.

Next Steps


The project team is currently engaging with the DPHI, and they have issued formal requirements that set out the studies and assessments needed to guide the design and prepare the Environmental Impact Statement (EIS).


Once the design is finalised and the SSD application package submitted, including the plans and EIS, the Department will place them on public exhibition. At that time, the community will have another opportunity to review the documents and make formal submissions. This is expected to occur in several months.
